The subject of the public contract is the preparation of the “Analysis of the absorption capacity of the Operational Programme focused on competitiveness for the period 2021 – 2027” (hereinafter referred to as “OPK”). The aim of the public contract is to determine the absorption capacity in the areas listed below, or the degree of project readiness/ project intentions, and a preliminary proposal for the distribution of financial allocations for individual areas of support (specific objectives) within the OPK with justification. The results of the analysis will reflect the fact that the absorption capacity does not result only from the factual (content) focus of the program and that it is not only an assessment of the degree of ability to properly use the funds of the program by the entities concerned, but also an assessment of the degree of willingness to participate in the use of funds of the program by the entities concerned under given conditions. The analysis will thus be based on experience from previous periods, when the relevance of needs could have been high, but projects or entire areas of activities were not sufficiently prepared for drawing for various reasons (there may be several reasons, e.g. legislative obstacles, administrative complexity of the project application, complexity of projects, low capacity of beneficiaries for preparation, change of technology, etc.). It will also be necessary to take into account the readiness of entities for possible changes and restrictions based on draft European legislation (e.g. public support and lower co-financing rate, restrictions on support by region or company size, or limited conditions for support for large enterprises, the need for faster implementation of projects with regard to the proposed N+2 rule, etc.) as well as alternative financing options or overall administrative complexity. The analysis will evaluate the absorption capacity on the part of business entities (including those owned by the state) and research and knowledge dissemination organizations, without restrictions according to the classification of economic activities of CZ NACE.
