The aim of the project is to improve and consolidate the process of planning social services using the community planning method of social services (hereinafter also referred to as “CPSS”), through which the quality, efficiency and availability of social services in the Olomouc Region will be developed. By ensuring the processes of planning social services at a quality professional level, the Olomouc Region creates conditions for optimizing the system of providing social services so that the funds provided for the provision of social services in the Olomouc Region are used as effectively as possible. For effective planning of social services in the region, it is necessary to set up and maintain a functional system of cooperation between municipalities and the region. Part of this system is the comprehensive provision of community planning at the municipal level and at the same time a unified methodological guidance in the implementation of the process of community planning of social services at the level of the entire region in the form of thematically focused education within the process of community planning of social services, methodological support, and the maintenance of information transfer between the local and regional levels. The output of the project is also a methodological manual, which consists of 2 parts:
The obstructed part of the methodological manual
The general part relates to the process of planning social services at a general level, description of individual stages, their implementation and subsequent evaluation of the process. The methodology is adapted to the professional level and knowledge of participants in the planning of social services in the ORP in the Olomouc Region, which are at a very good level. For this reason, the methodological manual focused primarily on unifying the structure and content of individual plans. As part of the description of individual parts, examples are given that can be inspiring for individual ODAs. The creation of a clear methodology structure enables the effective work of coordinators of medium-term social service plans in individual ODAs.
Specific part of the methodological manual
A specific part of the manual is drawn to individual planning sites/SO ORP with a description of the current phase in which this site/SO ORP is located, with a proposal for further direction, development and evaluation of this process. In relation to OK municipalities not involved in the process of planning social services, a procedure for their involvement in the process of community planning will be proposed. The minimum scope of the specific part of the manual is defined by a minimum of 10 pages for each planning site/SO ORP, and 10 pages with solution proposals for OK municipalities not involved in the social services planning process.
